You can receive (and hold) USDC erc20 in Trust Wallet (it is a decentralized wallet, needs no KYC).

Trust Wallet. You'll need also some eth for gas fees, otherwise you won't be able to move that coins to another address

Binance - have KYC, but you can exchange immediately your USDC to something different without GAS fees
Trezor Wallet - hardware wallet, no KYC, but you need to have ETH for gas fees like in all wallets. You need to use exchange to move funds without gas fees

Not everything in crypto is getting KYC. Exchanges are getting KYC. And moreover we have Monero and some more, users are anonymous by default and even if exchanges, etc need KYC, still, if one knows what one needs to know about privacy & staying anonymous, Monero, etc are the perfect places to travel & live in the crypto world (once again only those with sufficient knowledge of crypto would understand and know how Monero, etc can provide total privacy and total anonymity, irrespective of any exchanges requiring KYC). Each one to their own.

You will always have apps like tornado.cash where you can pull out up to 100k and that nobody can see where it goes and how much you have. So goverment rules i am sure will not be able to work on all of the crypto and crypto users will do their best to stay that way ,the original idea of crypto is freedom of money not centralazation.. so far we doing good and i am sure it will keep going.
