Why is it specifically 36 days ? If it was really so, people will abuse it and then raise the number of days.
Wait 36 days before linking out from a new PBN?

That was the number of days from the case study (scroll up a few posts to see the link to the case study). That case study was performed in 2017. I don't think people should really focus so much on the exact days which was 36 days in that case study. However, back in 2017, it may have been prudent to wait one or two months before linking out from a newly setup PBN, as that case study demonstrated.
Anyways, Google may have lengthened the time since 2017, this is what I want to know. Perhaps now in 2021, you should be waiting 3 months before linking out because Google has changed their algorithm again. I want to see what other people's experience are in 2021.

Google is an ICANN-accredited domain registrar. They receive all the domain registration data automatically. When anyone changes a domain name anywhere on the Internet, they get an instant signal.

You are right, a lot has changed since 2017 and a lot has remained the same. In 2017 I always left my expired PBN domains 3 months to age before linking out from them. I do the same today.
The real point of the article is that SEO takes time, if we want to game Google we need to make it look as natural as we can. Building a domain out and making it look like a real domain over a period of time is more natural than whacking up a page and linking out on day 1.
Is 36 the exact number of days you should wait? Yes, no, maybe, who knows. Apply common sense and you are usually fine.
