I have tried both.
They are totally different types of hosting as Vultr is "Cloud" while WPX is "Shared Hosting".
However, WPX is quite unique in it's own industry, as its super expensive for "Shared Hosting" and it's worth is already competing against the likes of Managed "Cloud/VPS Hosting".
As for Vultr, is' basically another "Digital Ocean/Linode" VPS provider.
You do everything yourself, there little to no support on anything really, you take care of all your issues, while WPX has a dedicated team that will legitly do everything you ask for.
That's just a quick overview on it.
As who is the obvious winner, what you are doing @notNewB is basically comparing 2 metrics out of all the other things it provides.
WPX provides alot more CPU & Ram compared to the 1 GB Vultr would give on the same plan + you have a support team.
They are both great and affordable for what it really offers, at end of the day, it's what your site really needs.
If you need someone to take care of your site backend for you where you just work on the site itself, WPX would be a better choice, if you know your site gonna have a shit ton of traffic that will eat all your bandwidth and you don't mind handling all the technical stuff, Vultr would be a better option.
That's because on Cloudways (just like WPX), they will handle all your technical stuff for you, you are able to focus 100% on your site. For example, if you need some permissions changed, instead of doing it yourself, whip up support and tell them "i need this done" and it be done in the next few minutes.

Thank you for a thorough answer. I don't think I want to be fucking with all the server side stuff. One last question (even though it might sound pretty dumb) how much traffic can WPX's smallest plan handle?, the one for $25, can it handle 40K-50K monthly visitors? can it handle 20 concurrent visitors?

It can handle that easily without issues at all.
I haven't tested it's upper limits but the sites I have there have ~100k monthly and they dont run into performance issues
