Hello, im looking for a simple VPS where i can start and working on Bluestack.
I don't have any big requirements, but Bluestack should run normally without any problems.

Best under 20$ if there are any that sell VPS so cheaply

You can not see a vps for that purpose at that budget.

Did tou check bhw marketplace? I am pretty sure you can find a seller for 20 vps.
Foe 100$ you can even buy a refurbished pc (without monitor).

Please note, Android need to have 4GB RAM to work
emulated 8gb, so machine should have 10gb+ RAM :)

Just keep in mind you will need a VPS with a graphics card and the option to enable Hyper-V to get started in order to run BlueStacks there. A regular one of 8gb ram with no virtualisation capabilities will cost you under $20, for the ones with a graphics card mostly are a bit more expensive.

Really, and trying to run bluestacks on a vps without hyper v activated and a gpu will practically throw money away, it's important to have an idea of how it will use bluestacks too, since social networking applications detect it so it's kind of useless depending on what it's for to do

Yes, and it also depends on what he is trying to do, there might be multiple ways to achieve this without the use of BlueStacks

Best to think about Android x86 clean installation. You can try to use it on Virtualbox first for tests, then try to install on digital ocean dropplets
As I remember, Genymotion also was able to host on digital ocean
