what os is better to run seo tools in vps ? win xp or win 7 ? is there any difference?

Probably depends on the tools, I would look at the ones you are planning on using and see what each of them recommends. Every vps I have used though did not use either one, they either used windows server 2003 or 2008

Haven't seen VPS running XP or 7 to be honest. Mostly Linux, and Windows Server distros.
