I'm looking for a good Virtual Private Server with the following :-

? Located in the USA
? Linux Ubuntu 7.1/8.04 VPS
? HyperVM Control Panel
? IP Address ? 1 to 2
? Additional IPs $1 USD
? 128Meg ? 256Meg Dedicated RAM
? 100 ? 150Gig Bandwidth

Can anybody help / recommend anything?

Check out linode.com and myvirpus - both good companies.

I second Linode. They do not have HyperVM but their custom coded control panel is far superior.

if your doing white hat try - we currently have 7 VPS accounts with them from basic through to the top of the line. Reason.... tech support is the best i have ever experienced, been in the game 8 to 9 years and gone through about 6hosting companies, been with these guys around 5 years now!

also you can get them configured with WHM/CPanel and Fantastico (a must), additionally if you do go with them request you have ioncube and zend installed
