VPS that allows spoofing

Hello, I am looking for a vps/dedicated hosting company that allows IP spoofing. I will need unlimited bandwidth with 100mb or 1Gbit port.

And must NOT get suspended for abusing the network. I know of some places but I need more. Please only reply with helpful things.

Hi, I need this kind of vps, too
I am going to use it to setup VPN server for Chinese people to cross the Great firewall

like this:
Client-----vpn-----Server----------Target web------->back direct to---->Client

You would be better off trying to contact @SharkServers directly but their sales thread has been closed here and has received some negative reviews.
