It's impossible to say as all VPS's are overclocked. It's not so much the specs that matter but rather how accurate they are. The price seems about right, actually quite good if it is a Windows VPS.

That seems like an excellent price for those specs. Most 1 GB VPSs I've seen go for more than $30/month.
