VPS Solution for staying anonymous in UK

So im in UK now and its really annoying that i cant have a simple anonymous access to the internet , even library requires username and password.I need some feedback from people from UK and the rest too if you have the knowledge on this matter.

1.How to download tons of torrents without having issues and not worrying that at some point you could get caught , sued or whatever.I have wired connection from university , so if i get a vps would that cover my ass? Or i need wireless connection and then get a vps? What vps do you recommend. a vps that cant be touched by anyone if you know what i mean (if the "law" knocks on the door of vps company)

2.How to stay stealth with paypal , i ve been doing stealth for long time now but here in UK i need to gain access to the internet anonymously so again does a wired connection do the job or i need wireless and then vps?

All inputs here are welcome , i need your advice!

Thanks for your input everyone.VPN is rather not that efficient i think in comparison to VPS , i dont care if it will cost me more i just want to do it right , which VPS do you recommend?Or a vps and then a vpn all together for more safety and flexibility , for proxies im not sure as they have to be highly anonymous and absolutely not used before.

try to get private proxy or vpn will do the same thing as well
