    no.

    depends on provider
1 unless you're doing SSL , then you need 1 IP per SSL cert.

If you're going from 1 host to a different one, you can't take your IP with you.
VPSs generally come with 2 IPs and you can request more.
You only need what it comes with - all domains are hosted on the same shared IP. If you have a site with an SSL then you need a dedicated IP for that.

You can transfer an SSL sorta. You will need to have it regenerated for the new location so that the IP can update etc.,

Yes you can transfer ssl to a new host. SSL certs are written based on the FQDN . So if it's for secure.yorusite.com, you can install secure.yoursite.com on whatever IP you want as long as the FQDN remains the same. You don't have to have it regenerated. Make sure you copy the CRT and KEY files as well as the key bundles for the CA that assigned the cert.

pffft. I said regenerated because its not very often the shared host will bother letting you take your "bundles" with you.

If you had problems with your previous VPS host try Wiredtree or Knownhost.

It will go to the SWIP for the IP. Unless you own the IP it will go to the Data Center. If your host is the data center they will contact you. If your host is reselling from the datacenter, the data center will contact your host and then your host "hopefully" will contact you.

On some occasions the complainer will attempt to contact the email listed as the "whois" for the domain.

Also, you can have more than one IP per vps but you'll have to pay for them. I have a total of 8 for one of my company's vps setups. I got 3 with the package and pay $2/mo each for the other 5. Through Godaddy. yes, I know godaddy sucks balls, but the boss pays the tab every month so he gets to choose the hosting provider. :)
