What's cpv lab? If it's a windows-based software just buy a windows vps from host stage or host winds and install your soft there.

Most VPS providers allow you to do whatever you want on their VPS. Check their TOS and see if they allow that. If you want to skip through the massive wall of text, i suggest you contact their support.

yes many providers give with admin rights many not and make sure to read TOS as well 
You can buy fast and stable windows vps at aminserve. Google for aminserve.

CPV labs one is a php script not windows program. The guy has to get a good linux vps from any company only. There are plenty ones provides. Moreover its just a tracking tool not a spamming tool so i doubt if any'd object
