How many tools are you running at once? You should have no problem running one tool maybe 2. Get an upgrade or additional VPS' to run more than two programs. Scrapebos and all those use a lot of CPU especially when running a lot of threads at once.

The server you have is quite powerful. It's allows for dual-cpu and supports hexacore CPUs and up to 128gb ram. Quite nice. You could definitely run that from your home and it would be very viable. You can upgrade later to the max, and throw in some SSDs. Max performance from that. Then if needed you can do colocation for the bandwith if needed. About the bandwith, you won't get an answer from your provider. They provide it as "best effort"/"Up to". They wont tell you how many people are on it, the max load, time frames etc. They'll just tell you the max speed possible if you were the only one using it and the network was running flawlessly.

Most people from BHW use a VPS it seems. What they're doing exactly and the numbers of it I don't know. Everyone is different, so the only way to figure out your needs is to benchmark your server and go from there. I myself, as mentioned before, use a dedicated. Hexacore, 64gb ram, RAID 0 SSDs and a 1gbps(200mbps -> internet) line. No slowdowns, no relying on companies except my host, no overselling, guaranteed resources...
In my eyes, getting a VPS for SEO tools is only a good idea if you're not making money yet, you dont need to process alot of data or if the VPS provides tools pre-installed.

Here's a screenshot of my bare-bones VPS from hostamus with SB running 35 threads. Using about 500mb ram, less than 10% of CPU. Right now it's harvesting a custom merged list.
