Can anyone please recommend some offshore VPS companies that are safe to use for spamming. Thanks in advance!

There is no such thing. They might not be that tight, but they will still shutdown your VPS in the long run. Better look for those smtp accounts that are being sell.

Yeah, careful.. you can always setup a server in a lax country but you are still prone to be blacklisted.
