VPS for sending emails

Hey,so I want to buy a VPS to send mass emails up to 10,000 a week. I'm just wondering how I should start with this

I'm going for a Windows VPS. I don't have any experience with a VPS

Are there some kind of VPS that have a CPanel where I can easily install scripts such as Aweber and Email scrapers?

How much memory and diskspace should I need?

Well, i'm a newbie with linux and servers in general. I only used FTP for my websites

So, would that be the easiest solution?

How many IP's should I need to send up to 10,000 emails a week?

Do I need to manually change the IP's after each 40 emails send?
