Vps for running hacking tools

Hi. I'm a bug bounty hunter. I'm looking for some great uptime and reasonable price vps providers that allows, or completely ignore, running hacking tool on their server to replace vultr.

For details, what I need is 3-4 vps, each $10 or less; 2vcpu, 4 gb ram, 30gb storage minimum.

Privatelayer.com allows that
Alexhost.com allows that if they don't receive any abuse.
privatealps maybe is also a good option.

Hetzner or OVH are good choices thanks to their stability, strong performance, and generally more relaxed policies toward these kinds of tools compared to other providers.

Do you think Hetzner and OVH will ignore such tools?
