Why do you want a Windows VPS?
I tried Interspire on a Windows VPS one time... I'm sure it works for many but I found it to be more difficult than it should be.
I now always use cPanel even if I have to pay more for it.
Get a cPanel VPS and don't look back.
As for a provider, start with any that you can afford. Save some cash and buy a faster VPS. I can't give any names, and neither will most others as your low send score can hurt our high send score if we have an IP from the same bundle.

I got a vps from Hostwinds 2 days ago just for BHAR. It's the windows 2g...you wouldn't believe how cheap the first month was when I asked Peter for a quote with the coupon. I'm not going to shoot a price out there in case he decides to raise it, but for the price I got it, it was worth the gamble to see if I was content with their service before a more expensive investment. So far though? Very satisfied.

I'm interested too, I'm looking for a solution to send out around 100k to 400k emails monthly. I already have two dedicated servers but they are too expensives... I'm looking for a new provider
How well are you inboxing with the two dedicated servers? They may be expensive but getting good inbox rates are hard to come by. I have to pay A LOT to get a combination of providers that will inbox for me.
It's not cheap. Stick with the dedicated servers if they are working. Once one goes down, then look at Hostwinds.

Question - if you are hosting your site with an offshore hoster and decide to do bulk emailing, what types of email accounts would be recommended? Should you be sending emails using a gmail account, yahoo, or your email account through your website? ie your email at domain . com

This 100%. If you inbox well, it's worth what you're paying. Seriously. If I can get a 20% better inbox rate, I'd happily pay an extra 1k a month. I'm not even bullshitting, because I know the return would be SO much more. I honestly don't know what my inbox rate is right now, but there's literally hundreds a day in profit difference when my inboxing changes.

When people first start emailing, they look at their own inbox and see the junk in there and think, "Wow, if they can a Nigerian scam into my inbox, I know I can get my well-known CPA offer in the inbox." So, they start looking for cheap hosts that will allow them to send. They don't have a clue about bounces or spam traps and look for a list of email addresses on here, torrentz, everywhere.
They send an offer to those people and wonder why they are getting banned.
Instead, they need to find a good product, find list of people that are associated with that product or should be, process their list, and then move their list onto a really good hosts. Really good and cheap have never been a good pair.
Unless someone has a secret, and they are not going to share it on here for people to abuse, inboxing costs money. If my email expenses were less than my mortgage, I'd have it made. But, you have to pay for performance.

No, it is not. That's because they are not going to advertise themselves. I've seen hosts in the past advertise their "spam friendly" servers and before you know it, all of the "newbies" get to it, abuse it, and then the severs are shut down and the ones that are not do not even make it into junk mail.
My advice is to read between the lines on BHW of who is using what and just grab a server and start. You will not have it forever and with each server comes new lessons that you will learn.
