VPS/Dedicated server provider for CAN-SPAM mailing and IGNORES complaints

Looking for a VPS or Dedicated server provider for CAN-SPAM compliant mailing and IGNORES spam complaints. The lists I mail are not opt-ins that I have generated myself and by nature will cause spam complaints to come into the providers abuse inbox. Most providers allow "bulk email" but the second they receive a spam complaint they will terminate your account. I am NOT looking for a provider like this.

I only need about 10 IP's/VPS's maximum which I will keep for a long time. I will not be churning and burning IP's.

Please, only suggestions from people who have actually tested the provider with mail that generates complaints and were not terminated. I'm willing to provide a "kick back" to anyone who refers me to a cost-effective provider that I'm able to use for more than 3 months without being terminated.
