Hi guys,
my 2 accounts are banned, I want to create 2 new Dutch and French accounts with Dutch and French IP addresses, I have tried all the VPNs but ebay recognizes and suspends me, I am thinking a VPS which can I rely on? I also have the problem of phone verification, how can I find a satisfactory online service?

It's quite simple. You need a residential or mobile VPN or Proxy.

Cheap VPNs will get you blocked easily.

I have a residential IP but I cannot switch it to French or Dutch, if I use a residential IP from another state Im easily suspended, I was thinking VPS

Try VPS, you can use LiquidWeb or InMotion or others great VPS

With a French account and Dutch one, how do I solve Sms verification?

You can solve it with proxy and VPS.
There are Confirmation sites for mobile verification. simsms.org etc.
You can get 1 number 1 time.
You can get free SIM cards in European countries to get unlimited sms number..

Concerning SIM and SMS Verification for ebay, You should not use VOIP numbers, you will get an error says that there is Technical issues.
