find a vpn that doesnt keep logs, some say they dont but they actually do. google tor vpn and there are a few site that will talk about dark web and which vpns to use. use those not for the dark web but to make sure they dont keep logs.

Best one? HMA and PIA are the best known AFAIK. But, you can check out TorrentFreak. They have a list of features.

thanks for ur info. do u think is necessary to use VPN or can i just use tor?
im managing a streaming movie website and i want to stay completly anonymous: domain/host offshore, btc payments, use tor/vpn

Yes, there are cheap options. If you just wanna use VPN for privacy, there are tons of cheap options among VPN providers. Make sure they do not keep logs of your activity.
 
I am using Private Internet Access, which is quite cheap and very fast... also they do not keep any logs!

Sorry, I cannot help you in this matter. I do not know enough about the USA jurisdiction.
But for VPN use, they are the most 'clean' in this area, as they do not keep logs and/or will track your activity.
 
I host my own VPN from a small device called a Raspberry Pi :)
