Why is it so difficult to find a VPN provider that can offer a dynamic IP service?

because people looking for a VPN usually just want ONE IP.
bulk IPs is a niche of proxy services.

I've been using a company called surfbouncer. It's a VPN service. What I like is that they have multiple IP addresses both in the US and Europe. They also completely change their IP adress pool every few weeks. I've used them for some time and when a new server IP appears it is new and not a repeat from the past. The nice thing about openvpn is that you can set the MAC address of the TAP adapter to anythign you want. They also offer static IP's for places you need to access from the same IP every time.

What if I want to re-use the IP's? A proxy server is not a good solution.

But several VPN's it's too expensive.

You'll have it easier if you use normal proxies.
Much easier to handle than a vpn.

Why do you want a VPN ?
