VPN with auto-rotate IP?

I'm currently using HMA VPN and it's a great service, but I've been having connection problems.

Does anyone know of other services that provide a similar function?

Cost isn't as big an issue as reliability.

I need a service that you can either set the IP rotation to be timed, such as every x minutes or has some API that you can call from a program.

I am not sure but I think VPN4All has the option to auto change IP addresses. They offer a free trial so you have nothing to lose.
