if you have a dynamic IP then you don't need any of those i think. Just make sure to record your IP for each account, so that when you are going for new one to check first if you aren't on any of the already used IPs..

For account creation, I have used HMA VPN with a macro, you call the hma vpn exe every couple of minutes to reset your ip and done!

VPN is best.. more secure and have good protocols which provide total anonymity on internet..
