It might work for mobile-only apps, but PayPal isn't mobile only. It's available on desktop.

Buying, installing and maintaining a VPS for this is way too much overhead.

As a registered "Revolut" user I could use their web interface. But I still use the iPhone app.

Yeah, one solution is to not use mobile-only apps. Probably best one as it saves time.
Although it's not challenging and teaching experience.
I have an windows VPS rented in the country where the rev account is registered
i connect remote to vps where i have installed the app in the emulator
i have the physical sim card also in a 2g device, only for otp if it is necessary
the phone is operated not by me personally is geo located physically in same country..

You are aware that the app provider (in this case Revolut) could see that this is a datacenter IP address?
There are many public databases available to look it up.
So one day, if Revolut has to inspect your account due to limitations, issues, complaints etc. they will detect it.

I used PayPal with a VPN and it worked, although for sums smaller than 1000 usd per transcation and 1 - 2 transactions monthly.

I know some people use vps+proxy but it has disadvantages plus it's more costly for my use. I don't see why vpn+proxy can't do the same job.
I will try to do the most with desktop, but if it requires authenticating with mobile app, I have to use phone.

I used it too and it worked, although every time I tried to login from desktop, it asked for authentication code. So, trying to bulletproof as much as I can.

PayPal always asks me about auth code and I always provide it.
Yeah, it's how their security works. They have this "pop up" out of nowhere things, just like Google asks for auth-codes from SMS when you login from a new location.
If you need many paypal accounts, you can get many phone numbers / many phones. A used iphone 7 costs $25.

I read from people in this forum that when paypal repeatedly asks for code, it's a sign that ip is not good, if not other stuff.
Anyway, I will try limiting use of mobie app with vpn, but it is inevitable because of authentications and codes. The concern in this case would the difference between vpn ip and the proxy ip used in desktop.

99.9% about networking posted on blackhatworld is pure nonsense.
It's because those people use speculation instead of real knowledge and studying literature.
