VPN or Proxies for building PBN/ Manual Web2.0 ?

What do you recommend to use when building PBN or Manual Web2.0, VPN vs Proxies?

I've used proxies with Magic Submitter software but for Manual submissions how would I use them? Would I need a program that switches them randomly?
