alright. I'm a student here on college campus actually.
I'm wondering wether i should use VPN or proxies
which one should i use to download from iptorrents? (private torrent site)
and how do i obtain them/make them?
I really don't want to gt caught.

I would use a vpn, its better than proxies

But proxies are free to use so thats the advantage of proxies

If you are really just looking for a way to download torrents anonymously try privitizeVPN, it's pretty fast and free. I use it for pirate bay because it is blocked in my country.

Torrents will not give you any good download speed via vpn/proxies

I do not think torrent client is able to communicate properly thru proxies because of type connections p2p.
