Depends on the VPN. If it's one you're hosting yourself on some cloud service with multiple IPs available to you, it's probably ok since they won't be known IPs, although it's possible to whois the IP address and check if it matches a cloud service provider. No idea if FB does that.
You can go with residential or 4G proxies but you can run into the same issue as with non-private VPN IPs: You don't know if FB has blacklisted them.
It really depends on your needs. Do you need to make accounts from different countries/cities or just one? Are you trying to make 5 accounts? 10? 100? 1000?
