I've yet to hear about "bulletproof" vpns, but you can try
1)Buying a bulletproof VPS and setting it up as a VPN or using remote desktop
2)Using open proxies online- many people use it, and it's almost untraceable as they are mainly zombie computers.
3)Buying proxies with a VCC from a distant country. It's extremely rare for you to be traced using your IP address, unless you are in a developed country, and have a static IP address and your ISP maintains its records well. Most authorities I know immediately give up on the IP trail when they realize that it is a proxy. It's rare for them to locate the proxy server and request logs from them- proxy servers rarely maintain logs on their users(if they do, they are probably spying on you). Even if they manage to locate the proxy server, and get the logs, chances are that they will get tens or hundreds of IP addresses which will technically make it inadmissible if they track you down because it's hard to prove who used a certain proxy and when.
Use 2 proxies, and your probably 99% anonymous.
4) Just in case, if you're doing some dodgy stuff, and your IP address gets logged- It's easily blamed on a virus that you "had" sometime ago, or just get another old PC filled with viruses in the worst case senario when you are tracked down.
