if I use VPN for American location even using a Brazilian phone number does tiktok distribute the content to the desired location?

No, Not really
TikTok uses your Sim card and your phone information to get your location.
It's mentioned in their Terms & Services.

Quick Tip for you:
If you decide to get a USA Sim : You do not need to activate it.
So you do not need a monthly plan. I am posting with a USA Sim card that has "No Service" but it still works.
So you do not need to worry about cost

If you want to focus on location sharing - do not use any sim card and then use VPN.
