Ok so I have a legit eBay and PayPal account on laptop....say I'm gonna start a black hat thing and need new eBay and PayPal...can I just clear cache and run a vpn and open and use my black hat account from same laptop....are there other things I need to worry about....I really don't want my main eBay / PayPal shut down or linked in any way to my black hat account...but I must use same laptop...using Windows 10 pro

If you have to use the same laptop, make a new window user account or even better, run a virtual machine . Most VPN are blacklisted by PP, but you could use thetering function of your mobile phone to obtain a clean IP. Clearing cache won't be enough

Use a separate browser with dedicated private proxy and you should be fine.

Install VMWare.
Install Ubuntu 16.04 LTS
When its ask for timezone add it according to the timezone of the dedicated proxy.
Open Mozilla add following extensions
1. Webrtc Limiter
2. Clearcache
3. Proxy Switcher
4. Location Gaurd ( Set it according to location of Dedicated Proxy )
5. User-Agent Switcher.
Now you are good to go.

Run a virtual machine in VMPlayer or Virtualbox. The Virtual machine doesn't have to be fancy either, it could be a simple WinPE or Ubuntu environment if your just using it for the browser - that kind of bootable environment is easily available from the internet. You could even run that straight from a USB, but that would require you to boot into the environment every time you want to use it which might be inconvenient, so the VM might be the way to go.
As others have said, you'll need a reliable proxy or VPN in either case to keep your IP separate from your laptop's usual address.
Thanks, so if I use VMPlayer or virtual box and boots from linux on same computer, I don't need to worry about MAC address, correct?

yes, that's correct, however, Paypal cannot see your mac address whatever your configuration is. It is just an old story to scare paypal users
