Assuming you have a local phone number, it should not matter where it points to. I have been targeting a city in the UK recently then using a virtual phone number to redirect calls to my local phone number. All works well!
Should be fine. Many small/medium businesses are using VOIP exclusively. As long as there's something real on the end of it, the number is just an extension that routes it to the right place.
