Voice over or video first?

Trying to figure out what the easiest method is for creating a video. Is it better to have the voice over and match the video to it or create the video and match the voice over?
 
I think it is better to have a voice over first before creating videos. Then find the video clips to match the voice over. In the editor you can adjust the videos easily.
 
If you are making a vlog, then the first step would be to create the video, and afterward, you can do the voiceover. On the other hand, if you are creating an advertising video, you would first need to do the voiceover related to it, and then proceed with the video editing accordingly.

It depends on the type of content you will be creating... What is your niche? Where do you plan to get the videos and voiceovers from?

Doing AI voiceovers for informational videos. So was just trying to figure out the best editing method. Seems pretty split so far
 
Video first and then voiceover , it will reduce the workload and make the process faster.

Definitely, the voice first. Primarily, of course, the script, then the voiceover, and after that the editing, adjusting the video to fit this voiceover.
 
I prefer to record my videos with a draft voice over, and then do the voice separately and import it, it gives you more control, and you can eliminate more mistakes, and make it look better, than an on the fly.
 
Video first than voice over so that you can sync the voice over with the video
 
From my personal experience, it depends on the video you want to make;
- for vlogs video first
- for ads script, voiceover, video editing..
