go to fiverr and hire someone to do a voice over for you

I agree.. fiverr its the way to go... just got a couple of voice overs from there and they were great

Use a sweet program called Reaper, it has pre installed vsts, but you can get your own.
The trial licence is not limited and lasts forever. Open source and one of the best audio editing suites around.

There is only so much you can do to edit voice though, it always sounds best if you get it right at the source. Talk loud and maybe look at vocal warmup techniques on youtube. You have to breath through your diaphragm like what singers and actors do.
