Walmart and just about any drug store sells them. Walmart has a new type of bank account called Bluebird. It has a Visa debit card attached.

nope
the debit cards (where a bank account is attached) needs to be verified with an SSN in the USA since it's a bank account
if you buy one from walmart.com, like a vanilla visa gift card, it will be accepted as a credit card, you just need to edit the zip code
so will resellers on here
even if you could get a debit card, hosting sites will accept the payment all the same

Im not really fan of using prepaid cards. There are so many disadvantage of using the card. Most money transaction today is done electronically or with plastic. Therefore, some feel that paying a kid's allowance on a prepaid debit card is a practical to teach them how cash works today. However, others see more difficulties with the cards than advantages, and that those lessons could be taught in more effective ways.
