Visa plastic card from international bank

Hello everyone ,

Does anyone know online bank which have Visa plastic card where I can draw money from paypal to the card and then withdraw from ATM something like payoneer card but they support only Mastercard and you cannot withdraw money from paypal to card except Visa . The point is to avoid national taxes , VAT etc because they are HUGE

They are not support Visa Plastic card ... only Mastercard
