virtual phone number for instagram verification?

I just want to make one instagram account that's not connected or traceable to my regular account. I tried using my google voice number, but got the error screen at the end of signup. And now that number seems to be flagged because i tried a few more times. I tried my textnow number, and that didn't even send the verification. i came across this forum in a search and tried the twilio workaround, and that those didnt send either.

and i've tried a bunch of those free sites for phone verification--no luck there either. those numbers seem to be used to death.

do any of those burner/second line apps give a number that can be used for IG phone verification?

are there other options?
