So, How are those really works, and are there any VCC that I can withdrawal money to from paypal and buy on sites like aliexpress and such ?

yes there are such cards you can withdrawal to and buy stuff online. Back in the days, entropay used to be such services. however, there are still some companies out there who offering such services.

In general you can NOT withdraw money from PP to a VCC. However, there are some VCC that come with an IBAN number, so you can withdraw from PP to IBAN and then use your VCC for whatever.
Most VCC's you buy for example here on BHW the supplier will add X amount you want on a VCC, some countries have VCC's you can buy in the store with prepaid money on it.

There are several but I use N26, although not technically a pure VCC as they also send you a Debit card but they don't deliver in every country.Can you recommend a site where I can get those type of VCC with IBAN?

Currently you can not withdraw money to a VCC with the new rules. Entropay was one such account I have used earlier.You need find a service who sells bank account with ATM card.You can use that bank account in your paypal.Thats The only way now I guess.
