i forgot what this is called
i had it before

im looking for a service where i can set up another computer online
where i can login and when i logout still have software running online while my computer is off

i think im looking for vps servers

It also depends on if you need Windows running on it, or Linux (with only ssh command line access with no UI).

The Windows RDS are generally going to be $20/month, while Linux VPS could be had for $5/month.
