It is possible to compile vines and monetize it appealing to fair use?

There are a lot of channels doings this, for example The Best Vines

I can't believe that he asks for permission to every single person.

it's just a hit and miss, alot of people are leeching vines and funny videos and doing "complications" just make sure you don't hit 3rd party match and you'll be fine, but this kind of videos are getting saturated since everyone else is doing it, it'll take a lot for you to rank your videos or get views
