I'm getting instant bans on vimeo when trying to upload...

I'm using digital ocean proxies... are these just as trash as tor?

Sounds like you may need a new proxy provider.

I think it may be banning due to the content I'm uploading...

Vimeo has a personal vendetta against video games, perhaps cloaking the name of the file will help?

I'm not sure, something has to give

Flash cookies are not managed or deleted by the browser. Vimeo uses a Flash video player that has flagged you.

Any solution to getting around that?

I uploaded something not controversial and I didn't get banned..

I guess Vimeo is stricter than youtube in video's TOS..
I keep getting banned by uploading game hacks using it.. Well I know it is prohibited

I had no idea digital ocean supplies proxies. Or how did you get 'em?
