Vigormotion plugin

Hi guys. I'm very new to this (and I'm not even sure if this is the right forum for this question)...
Is there any way to activate the Photoshop CC Vigormotion plugin by Mikesreda.com? I downloaded it from graphicex.com but it didn't include the activationvm.jsx file.
