Looking for suggestions/recommendations please for the best way to be able to have a library of videos, which can be made available to members but the log ins not be shared.

Ideally a whitelabel solution, so we can rent this platform space etc.

Yii framework, or laravel. It could also be wordpress though. Depends on what you like. As for the video storage, I would suggest something like amazon s3.

WordPress can do that, ex: https://www.hoststreamsell.com/
And as @Gogol said use Amazon for scalable stuff, otherwise you will be nuked if many connections at the time.
