Video games are published, like movies and books. There is no wholesale distributor for these items. You have to go direct to the publisher. Once a movie or game has been out for a long time, then you can find a distributor and get them at cheap, wholesale prices for sure, but you will not want them at that point. The mark-up on video games is barely 2.5% in almost every scenario, unless you are Best Buy, Walmart, game Stop, etc... and can agree to buy millions of dollars worth of games every year. Even then, there is only a 3%-4% mark-up for those stores.
The publisher is most likely not going to want to make a deal with anyone with low volume unless you are already established and have a foothold in the community with a brick and mortar location. The only way that this is possible is that you own a used game store, have been in business a few years and get a good amount of foot traffic into your store. Then its beneficial for the publisher, obviously.
You can definitely still make money, and a lot of it. Used and refurbed stuff is how you make a decent profit in this situation. Especially since buying video games is quickly becoming a thing of the past. Nintendo, Xbox and PlayStation all sell digital copies of the game that you can download directly to the console and have them forever. You can even re-download them unlimited times to your console should they get erased on accident. They can now be backed up to flash-drives and other portable media, as well. So, as sale of physical games continues to decrease at a fast rate, used physical game sales are actually on the rise. The digital downloaded version of the game is still $60 when the game gets released and it usually takes 6-8 months after the release before you see the prices get to $30 or so. People who cannot afford that price, or want to try it before they commit that much money go buy used games.
