can anyone tell me what software or video editing techniques are used to creta this video.

Blender can do it. The problem with these questions is the fact that it is not about the tool, but more about the skills. As for "video editing techniques", this thread will become a big course if someone manages to do that. Youtube/Skillshare is your best bait if you want to learn animation and video editing like this.

You can't really do it with premiere pro AFAIK. After Effects may be, but not premiere pro. Search in youtube for "After Effects animation tutorial" for that.

P.S> if you animate frame by frame painfully, then you can do it in premiere pro perhaps lol.

I agree with Gogol, this is more about skills and knowledge than the software itself. Blender is great and free but I find a bit hard to use for a newbie.

You can also use a combination of softwares like Adobe photoshop, Adobe After Effects, Adobe Premiere to achieve these. I always check youtube tutorials when I want to learn something new in blender, there are many people explaining how to do stuff. But if your job/hobby does not require these skills, maybe is better for you to just hire someone to do this. For my experience it could take hours to learn some new skills and you will lose it if you only do it once and don't keep practicing.

Opentoonz can do something like that, as well as blender. But need to learn how to use them first, a lot of youtube channels do tutorials on using these softwares.
