Setting up my tier 2 on GSA. Do I set the link to the post link or the web 2.0 home link? Please let me know

Example to clarify .. do I build t2 links to xxxxxx.wordpress.com or to the post links which would be xxxxx.wordpress.com/xxxx-xx-xx

You can build to both, but go with the page that carries your link. Some themes or properties may not have your link page on the home page in which case you may have to build links to the internal page directly.

I'm guessing you mean wordpress.com
build on your profile property http://profile.wordpress.com the root of your profile

avoid this
http://wordpress.com/whatever

cause then you'll only give credit to them without any positive effects on your end!

Unless your *link anchor* resides: http://wordpress.com/whatever
then go ahead build links on that url

The post link is the page I build links to since it would transmit more link juice to your site than the homepage. However, if the post also shows on the homepage and the link is click-able, you can build links to both.
