Very bad engagement using Jarvee

I get very bad engagement on accounts from clients so with 10k-15k followers some of them get 30-100 likes per post in first few hours, its disaster ( its from current followers, not the new ones that you gain every day and they usually like last 1 or 2 posts) followers quality seems to be ok i use many filters to to avoid bad accounts but nothing help for engagement. These followers that we gain from follow-unfollow even if they are real accounts are never interested in personal photos, stories or videos unless some general post is published i.e meme/quotes/nice cars then it get little more likes. Girls get more likes on their posts but that also depends..

Any idea how to get better engagement? Clients complain for such bad engagement too and its hard to explain why someone with 1-2k followers have more likes than them with 10k followers.

It is very hard to pin point what the exact problem is, without actually looking into things deeper. All the answers your going to get, are going to be guesses in reality.
