Verified UK Paypal - What is required?

To pay a merchant i am looking at, they require payment from a 'verified' account.
From what i understand, this is an account with Bank attached, but phone does not need to be linked in the UK.
I would like to purchase an account pre made and verified in a name i supply in either of these regions.
Could someone recommend a reputable vendor for the job?
Or if i try to do it solo, can anyone confirm if just a VBA is needed in UK?
USA and Aus seem to have tougher resrictions including SSN or ID scans

UK seems like it is the easiest to verify, as no need for SSN or Identity forms.

For a uk account you would need UK bank account, bank card, Then business document for a business account. Hope that helps
