Verified (online) PayPal account, $2K - $10K limit

Hi,

which is the best way to have an anonymous PayPal account to accept advertisement payments $2000 - $10000 per year? Also, should be able to spend the received money online with PayPal payments. (No need to withdraw.)

Should it be an US or other country account? Which country is the easiest to verify and get $2000 - $10000 sending/receiving limit?

(If it is an US account which verification (VCC, AVS-VCC, VBA) needed to get this limits.)
