It could be many different things.
TW may not like your IP/Proxy
Bad SIM provider. Have you used them in the past?
Can you receive a call instead?
They have their own methods of 'ghosting' accounts when it comes to everything I said before.
In all honesty I only have to phone verify when I get too aggressive. If you stick to low volume, you usually dont have to verify anything but an email.

I used to to have this problem, and what it solved it was to call the phone company and tell them to add my details on my phone number.
This works, because, probably, sites are looking at phone number's details. And, once they enter the details on the phone (obviously fake details like name, dob), you are ready to go.
