Thousands of hotmail verifications arrived today, i think you might have another issue. There could be many reasons for this, but it's usually a code of conduct.
Its works like a charm, i just checked 10 min logs.

So far no problem receiving verification codes, check your spam and junk folder and if there is any restriction to received emails, sometimes email providers my set certains emails as spam even you don't want to, they might be blocking all twitter emails as spam.
