I don't see any mention of any agreements between Waltonchain and any Chinese government agencies, and the picture isn't particular indicative of anything. Can you confirm who those people are? "Vice Minister Guo" from the XXX Department is not a high-up official. He's not even mentioned on the Xiang'an website. He's not even a city official. So Waltonchain received some unknown award from some unknown entity in China. I don't think you can safely say that they have partnered with the Chinese government in any capacity, based on what I see here and have been able to find in the last half-hour of searching.
All sources of Waltonchain's partnerships in China appear to originate from Waltonchain itself, and that can be very dangerous to rely on.
